Get a title every time you buy a vehicle specially if this is not a brand new one. You would be having a hard time getting a regular title from the department if you did not receive the title of the seller. There is a possibility that the seller does not possess it because the vehicle was purchased through loan and the one holding it is the lienholder which would not release it if the loan is not paid.

You must report any changes made to your address when you move to another place and the law gives you thirty days to do so.
